Job Description

The Program Manager (PM) will oversee overall performance objectives, contract deliverables, quality control, and the placement of qualified personnel to enhance and maintain enterprise governance, risk management strategy and implementation, as well as portfolio, program, and project management services. Program Manager is responsible for overseeing and coordinating multiple projects within an organization. They ensure that projects align with the company's strategic goals and are completed on time, within budget, and to the required quality standards. The Program Manager serves as a bridge between the project teams, stakeholders, and senior management, ensuring effective communication and collaboration. he Program Manager will be the main Point of Contact (POC) for the client for services and deliverables provided under the contract. Program Manager will ensure cohesiveness between all Tiers, develop, execute process improvements, and ensure high levels of customer satisfaction.

 

Responsibilities

  • Single point of accountability for contract performance; has full authority to act on all contract matters relating to daily operations
  • Leads all sprint/scrum team ceremonies as the Scrum Master
  • Ensures that each software delivery sprint includes deployable, production-ready software, unit tests, user stories, acceptance criteria, and sprint retrospectives.
  • Manage and coordinate multiple projects, ensuring they align with the organization's strategic objectives.
  • Develop comprehensive project plans, including timelines, milestones, and resource allocation.
  • Oversee project budgets, ensuring financial efficiency and reporting any variances.
  • Identify potential risks and develop mitigation strategies to minimize impact on project outcomes.
  • Act as the main point of contact for stakeholders, providing regular updates on project status, issues, and changes.
  • Track project performance using appropriate tools and techniques, ensuring projects stay on track and meet their objectives.
  • Lead and motivate project teams, fostering a collaborative and productive work environment.
  • Ensure that all projects adhere to the company's quality standards and regulatory requirements.
  • Address and resolve any project-related issues or conflicts that arise.
  • Maintain comprehensive project documentation, including project charters, plans, reports, and evaluations.
  • Collaborates with client and external stakeholders to guide the vision and priorities of the software delivery teams.
  • Coordinates Project Kickoff Meeting and submits complete and accurate Weekly Status Reports and Monthly Status Reports.
  • Leads multiple cross-functional scrum teams supporting complex software engineering activities
  • Guides Portfolio Management Standards and Agile/Scrum Development methodology
  • Communicates at senior levels within customer organization
  • Orchestrates the customer and contractor personnel through formulation, execution, review and validation of task plans and deliverable items

Qualifications

Required

  • Bachelor’s degree in Business Administration, Project Management, or a related field. A Master’s degree is preferred.
  • Proven experience as a Program Manager or in a similar role, with a successful track record of managing multiple projects.
  • Proficiency in project management software (e.g., MS Project, Asana, Trello) and strong understanding of project management methodologies (e.g., Agile, Waterfall).
  • Excellent written and verbal communication skills, with the ability to present complex information clearly and concisely.
  • Strong analytical and problem-solving abilities, with a strategic mindset.
  • Exceptional organizational and multitasking abilities, with a keen attention to detail.
  • Strong interpersonal skills, with the ability to build and maintain relationships with stakeholders at all levels.
  • Ability to adapt to changing circumstances and manage competing priorities effectively.
  • Experience with Agile Software Development, DevSecOps, BizDevOps, CI/CD, AWS Tools & Services, Azure Dev Ops, Chrome/Edge/MS Office
  • Certifications: PMI-PMP, PMI-ACP, SAFE SA, Certified ScrumMaster, AWS Cloud Practioner

Preferred

  • PMP (Project Management Professional) or equivalent certification is highly desirable.
  • Federal Consulting Industry Experience Preferred
