Job Description

NetImpact Strategies is seeking an experienced Program Manager to lead IT operations and strategic initiatives for a federal customer. This role ensures projects are delivered on time, within budget, and to the highest quality, while aligning with federal IT standards and organizational goals. The role involves oversight and coordination across all project execution and operations initiatives, based on-site in Alexandria.

Key Responsibilities

  • Oversee and coordinate contractor and subcontractor activities to meet SOW deliverables.
  • Manage full project lifecycle: planning, execution, monitoring, and closure.
  • Develop and maintain integrated master milestone schedules, charters, work plans, and SLAs.
  • Ensure IT operations and initiatives are delivered on time, within budget, and to quality standards.
  • Track project milestones, monitor budget expenditures, and manage resource allocation.
  • Identify, log, and mitigate program risks and issues.
  • Maintain effective communication with internal/external stakeholders.
  • Implement and update communication plans; provide timely status updates and escalations.
  • Prepare and present materials (e.g., dashboards, capital business cases) to governance boards and leadership.
  • Create and maintain program documentation: dashboards, enterprise risk matrices, data analyses, and status reports.
  • Support audit and data calls by providing accurate and timely information.
  • Ensure compliance with federal regulations and standards (e.g., GPRA, Clinger-Cohen Act).
  • Develop and implement strategic plans to improve IT service delivery and support automation initiatives.
  • Lead continuous improvement efforts and optimize processes for greater efficiency and value.
  • Design, plan, and coordinate cross-functional project teams.
  • Assign tasks, monitor outcomes, and negotiate resource commitments.
  • Provide technical oversight and support for complex application features and technical designs.

Qualifications

Required Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, Math, Statistics, Operations Research, or related field.
  • Minimum 10 years of federal IT program management experience, ideally within regulatory or financial agencies.
  • PMP (Project Management Professional) certification required.
  • Demonstrated ability to lead federal IT programs in compliance with regulations (e.g., Clinger-Cohen, GPRA).

Preferred Qualifications

  • Expert in program governance, risk management, budgeting, and compliance frameworks.
  • Proficient in developing strategic roadmaps, business cases, SLAs, and performance dashboards.
  • Skilled at stakeholder engagement, translates technical details into executive-level briefings.
  • Adept at process improvement and adoption of automation practices.
  • Strong leader: builds collaborative teams, negotiates resources, and resolves conflicts efficiently.
  • Familiar with audit processes and data integrity standards.
