Job Description

NetImpact Strategies is seeking an experienced Senior Program Manager to lead and oversee the delivery of ServiceNow solutions, including SPM, GRC, and Proven Optics. The Senior Program Manager will provide overall program direction, ensuring alignment with strategic objectives, customer requirements, and contract performance standards. This role requires executive-level engagement with stakeholders, management of multiple project teams, and responsibility for program governance, performance, and reporting. 

 

Key Responsibilities 

  • Provide executive-level leadership across the full lifecycle of ServiceNow implementations, including SPM, GRC, and Proven Optics. 
  • Serve as the single point of accountability for overall program delivery, contract performance, and customer satisfaction. 
  • Oversee project managers and technical teams to ensure alignment across scope, schedule, budget, and quality. 
  • Develop, manage, and report against the Master Program Plan, ensuring dependencies, risks, and resources are effectively managed across all workstreams. 
  • Lead customer engagement, including executive briefings, governance meetings, and continuous stakeholder alignment. 
  • Provide oversight of project documentation, deliverables, and quality assurance processes to meet contractual and program requirements. 
  • Direct risk management and mitigation activities across the program, ensuring proactive issue identification and resolution. 
  • Manage program-level reporting, including Weekly and Monthly Status Reports, financial reporting, and performance metrics. 
  • Ensure compliance with all program requirements, including transition-in, transition-out, and sustainment activities. 
  • Support change management and adoption planning to ensure successful implementation and long-term value realization. 
  • Provide leadership for requirements analysis, prioritization, and sustainment development efforts (post-IOC). 
  • Mentor and guide project managers and team leads, fostering a culture of accountability, performance, and continuous improvement. 

 

Qualifications

Required 

  • Master’s degree in a related field and 6+ years of experience, or Bachelor’s degree in a related field and 8+ years of experience in project/program management 
  • Certified Project Management Professional (PMP) 
  • Proven experience managing ServiceNow implementations 
  • Strong leadership and team coordination skills, with the ability to manage 3–5 small teams 
  • Ability to advise client regarding project direction and strategy 
  • Experience managing multiple concurrent projects and mitigating risks 
  • Excellent communication, problem-solving, and presentation skills 
  • Deep understanding of ServiceNow configuration 
  • Active Secret Clearance and eligibility for government requirements 

Preferred 

  • Experience implementing, expanding and supporting IT Portfolio Management within the Federal Government including budgeting 
  • ServiceNow Certified System Administrator 
  • Certified Scrum Master (CSM)
